Improving the DoD Software Acquisition Processes†

While the U.S. Department of Defense (DoD) weapons are undeniably superior, programs to acquire them continue to experience cost overruns, schedule slippages, and performance difficulties1. Improving software acquisition processes to address these issues was mandated in Section 804 of the National Defense Authorization Act for Fiscal Year 2003 and enacted on Dec. 2, 2002. This article explains the history leading to that public law, provides insight into Congressional intent, and outlines DoD guidance for implementing Section 804.
